Vacancy: Senior Finance Officer

Kastom Garden Association is looking for a Senior Finance Officer.

Kastom Gaden Association was founded over 20 years ago with the goal/ vision to strengthen village based food security. KGA is a membership based organisation providing practical training and services to rural farmers with over 5000 members of the Planting Material Network across the country. KGA office is based at Burns Creek and has an exciting opportunity for a high calibre accountant.

Currently engaged in managing & implementing donor funded projects totalling some SBD 3 million per year and with the expectation of a period of growth in activities, a senior finance officer is required to implement and manage the accounting system which is the foundation of the finance function.

Duties will include:

  • Supervise the finance officer and finance assistant in the day-to-day tasks of managing petty cash, payment processing, bank reconciliations and payroll.
  • Ensure that donor rules & requirements (including European Union, DFAT and IFAD) for accountability are fully met in both budgeting, cost allocation and compliant supporting documentation.
  • Ensure all Solomon Islands legal requirements and deadlines are met particularly regarding tax, NPF and annual returns.
  • Prepare regular reports in relevant and useful formats to the KGA Coordinator, project managers, and Board with divisional and project-by project financial statements. Such reporting will facilitate management decision making regarding the core costs of KGA.
  • Prepare financial reports for donors according to contract requirements and liase and communicate with donors on financial reporting
  • Checking the correctness of retirements of travel advances/impress and ensuring that they are well supported for further authorization
  • Ensure proper filing of finance related documentation
  • Ensure proper process documentation of all financial transaction
  • Preparation for auditing.

With multi-donor funding arrangements, high quality accounting is essential and can be complex.

The successful candidate will: 

  • hold a finance qualification of a minimum Degree level
  • at least 5 years experiences in an accounting role.
  • Donor / project and NGO experience is desirable.

  2. Analytical thinker – both proactive and good problem solver
  3. Excellent communication skills
  4. Excellent data analysis skill
  5. Up-to-date knowledge and understanding of organisational procedures and guidelines
  6. Good team player and ability to work with local partners
